The Question That Comes Up in Every HDB Toilet Renovation
Overlay or hack. Two words that split Singapore homeowners pretty cleanly into two camps. The people who choose overlay love the cost savings and shorter timeline. The people who went overlay when they should have hacked end up with a bathroom that is slightly elevated from the rest of the flat, tiles that start popping after two years and a waterproofing problem they cannot see until it is leaking into the ceiling of the unit downstairs.
The right answer depends on your specific toilet’s condition. Neither option is universally better. Here is how to tell which one you actually need.
What Overlay Actually Involves
Tile overlay means laying new tiles directly on top of the existing ones using tile adhesive. The hacking step is skipped entirely. This means no hacking noise, no debris removal, a shorter works timeline and a cost that is noticeably lower than a full hack job.
The result looks fine on day one. The question is what happens in year two or three. Overlay adds 8 to 12mm to your floor height, which affects door clearances and step-down thresholds into the bathroom. More critically, if there are any waterproofing issues beneath the existing tiles, overlay seals them in rather than resolving them. You will not know there is a problem until water finds another way out.

When Overlay Works Well
Overlay is a legitimate option when all of the following are true:
- The existing tiles are firmly bonded with no hollow spots (tap-test across the full floor)
- There is no evidence of water seepage, staining or efflorescence on the floor or walls
- The toilet was built in the last 10 to 15 years and the original waterproofing was done to a reasonable standard
- The door clearance will still be adequate after the floor height increases
- You are not changing the plumbing layout or drainage positions
For BTO flats that are 5 to 8 years old with no history of problems, overlay is often the right call. For resale flats that are 15 to 25 years old, the probability of underlying issues goes up significantly.
When You Should Hack
Full hack and rebuild is the correct approach when:
- The tap test reveals hollow tiles anywhere on the floor or lower walls
- There are visible signs of efflorescence, staining or previous water seepage
- The toilet is in a resale flat and the waterproofing has never been redone
- You are relocating the toilet bowl, basin or any plumbing points
- The existing floor height is already elevated from a previous overlay
A full hack is more expensive and takes longer but it gives you a toilet with proper waterproofing from scratch. Done correctly with quality membrane and cure time respected before tiling, you should not have to touch the waterproofing again for 15 to 20 years.
What These Options Actually Cost
As a general guide for a standard HDB toilet (roughly 3 to 5 sqm):
- Tile overlay including new floor and wall tiles, grouting and basic accessories: $2,500 to $5,000
- Full hack, waterproofing, tiling, new sanitary ware and plumbing fixtures: $6,500 to $14,000

One More Thing Worth Knowing
HDB requires that all waterproofing work in bathrooms meets a minimum standard before tiling. Any work involving the removal of existing tiles or changes to plumbing requires a renovation permit.
