The appeal of a renovation package is obvious. A fixed price, a defined scope, one decision instead of dozens. For resale HDB flat owners in particular, packages offer a straightforward starting point when the renovation requirements are broadly predictable: ageing bathrooms, outdated kitchen, tired flooring, walls that need attention. The challenge is that not all packages cover the same things and the gap between what homeowners assume is included and what actually is included leads to a lot of post-signing surprises.

Here is how to evaluate a resale renovation package properly before you commit.

What Most Resale HDB Flats Actually Need

Before looking at what packages offer, it helps to be clear on what a resale flat renovation typically requires. Unlike a BTO flat where everything starts fresh, a resale flat comes with a history. The waterproofing in the bathrooms may be fifteen to twenty years old. The electrical wiring could be aluminium rather than copper if the flat is pre-1990s. The kitchen layout may function but the cabinets and surfaces have absorbed a decade or more of cooking. The flooring may be dated or uneven.

A resale renovation package that genuinely addresses these needs will cover, at minimum: bathroom waterproofing and tiling, kitchen cabinet replacement or refacing, flooring upgrade or overlay and electrical assessment. Anything less than this for a flat more than fifteen years old is likely leaving the most important structural items unaddressed. What the Package Price Does and Does Not Cover

This is standard practice and not inherently problematic, as long as you know about it before you choose your tiles.

The scope document should specify exactly what is included and at what specification. When a Package Is the Right Choice and When to Go Custom

A package is the right choice when your renovation needs align closely with the defined package scope and you want a clear price without the time investment of a fully custom quotation process. For straightforward resale flats that need standard bathroom and kitchen work, packages deliver good value and predictable outcomes.

A custom quotation is better when your flat has unusual requirements: non-standard room configurations, specific material preferences outside the standard package offering, layout changes that require hacking and new partition work or significant electrical and plumbing rerouting. In these cases a package price does not accurately reflect your actual scope and you will end up with a lot of variations added to a base price anyway.
